Microsoft uses a combination of global positioning service (GPS), nearby wireless access points, cell towers, and your IP address to determine your device location.

How to change the default location for location service in Windows 11
As mentioned above, the location service helps Microsoft to determine the precise geographic location of your Windows device.
Below is how to do that.
Windows 11 has a centralized location for majority of its settings. From system configurations to creating new users and updating Windows, all can be done from its System Settings pane.
To get to System Settings, you can use the Windows key + i shortcut or click on Start ==> Settings as shown in the image below:
Alternatively, you can use the search box on the taskbar and search for Settings. Then select to open it.
Windows Settings pane should look similar to the image below. In Windows Settings, click Privacy & security, select Location on the right pane of your screen shown in the image below.
On the Location settings pane, select the Default location tile, and click the Set default button.
Then click the Set default location button to type in your address.
Start typing your address and Windows will begin to suggest addresses matching your entry. Select the correct address on the list and save.
If Windows can’t list your address, you can select location close to your address, then click the Set button to save.
